MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON MONDAY 24TH OCTOBER 2016 AT GRIMSTON

The Chairman welcomed Richard Mugglestone to the Meeting and he outlined the work of Midlands Rural Housing and stated they identify where affordable rural housing is needed. They will carry out a Housing Needs Survey sending out a questionnaire to every residence in the Parish. They ask about homes for rent, shared housing and open market housing. There will be separate Surveys for each 3 villages and will be at no cost to the Parish Council. They will cross reference with Melton Borough Council Housing Register.
Mr. Mugglestone then asked for questions. It was pointed out to Mr. Mugglestone that Grimston is an “unsustainable village” so would there be any point in carrying out the Survey and question was asked regarding the value of land for exception sites on the edge of village. Decided the Survey should be carried out after the Local Plan Consultation to avoid any confusion.
The Chairman thanked Mr. Mugglestone for attending and looked forward to receiving feedback from the Survey when completed. Mr. Mugglestone then left the Meeting.
MINUTES OF THE PREVIOUS MEETING
The Minutes of the Meeting held on 12th September 2016 were approved and signed.
DECLARATIONS OF INTEREST
The Members had no interests to declare at this stage.
MATTERS ARISING
Parish Emergency Planning - Cllr. Orson stated it would be advisable to ask Andrew Murr to attend a Parish Council Meeting to discuss the possibility of creating a Parish or Community Resilience Plan. Clerk to contact Andrew Murr and arrange to attend Parish Council Meeting.
Grimston Play Area & Village Greens - Moles on Play Area. Clerk to contact Dave Allen.
Safety Surface still not been weeded or raked. Decided to ask Tony Tomlinson to carry out and check for any problems with Parish Council assets (Bus Shelters, Benches etc.) Tony Tomlinson to be paid hourly rate of £8.50 per hour.
Mr. Easom stated the Hornbeam Tree needs trimming back. Decided Parish Councillors to inspect and discuss at next Meeting.
Beech Hedge, Church Lane, Saxelbye - Clerk to inform Highways Administration & Enforcement the planting of the Beech Hedge was an observation from a member of the public who brought the matter to attention of the Parish Council.
Blocked Drain, Main Street. Grimston - The Clerk commented on correspondence received regarding damage to property from blocked drain. Parish Council agreed this was private matter between
owner of property and Leics. County Council.
CORRESPONDENCE
The following items were brought to the attention of the Council:-
Hoby with Rotherby Parish Neighbourhood Plan Stakeholder Meeting. Clerk to send Parish Council’s apologies.
Melton Borough Council - Melton Local Plan Submission Document Launch Event. 8th November
at 6.30 pm. Chairman to inform M.B.C. will attend.
Melton Local Plan Submission Draft Consultation to be put on Agenda of next Meeting.

PLANNING MATTERS
Land West of Loughborough Rd., Shoby (Application No. 16/00461/FUL). Proposed dwelling in association with equestrian facility. Circulated plans. The Parish Council had no observations.
Grimston Lodge Stud, 75 Main Street. Grimston (Application No. 16/00068/FUL). Approval of Planning Permission received.
ANY OTHER BUSINESS
Remembrance Service - 11th November at 10.45 am at Grimston War Memorial. Chairman to lay wreath. Clerk to organise refreshments and put out 2 chairs. Heritage Warden to display WW1 memorabilia in Village Hall.
Complaint received of speeding cars and buses going too fast by Church in Grimston. Dangerous turning from Church Lane on to Main Street and suggestion of mirrors being put on Church wall. Cllr. Orson stated it is against highway law to put up mirrors. Clerk to write to Centre Bus asking if they can drive courteously through Grimston.
Broadband - Mr. Easom asked if Parish Council could contact Niall Mullin for progress report. Clerk to request update and ask if Parish Council can help in any way.
The Chairman commented it is important members send their apologies in good time to P.C. Meeting to ensure there will be a quorum.
