MINUTES OF THE ANNUAL MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON WEDNESDAY 17TH MAY 2017 AT GRIMSTON

ELECTION OF OFFICERS
Mr. Rupert Marsh was elected Chairman, proposed by Mr. Lomas and seconded by Mr. Easom.
Mr. Richard Easom was elected Vice Chairman, proposed by Mr. Lomas and seconded by Mr. Marsh.
Mr. Marsh signed the Declaration of Acceptance of Office of Chairman. Mr. Marsh then chaired the Meeting.
Mrs. Madocks Wright signed the Declaration of Acceptance of Office Form. The Clerk handed out the Register of Members’ Interests Form and Information Folder. Also handed out Updated Contact Details to all Parish Councillors.
Members of the public were invited to speak. Alison (Heritage Warden) commented on family history information requested from Church records. Parish Council agreed Church Wardens handle church records and encouraged to charge fees. Decided Alison to liaise with Church Wardens when approached for Church records.
Member of the public asked if Planning Applications could be published in Village Life. Decided not always possible to be in Village Life due to copy date deadlines and would be inconsistent. Agreed to continue with putting on Agenda, publishing on website and Melton Borough Council display Notice by property concerned.
MINUTES OF THE PREVIOUS MEETING
The Minutes of the Meeting held on 10th April 2017 were approved and signed.
DECLARATIONS OF INTEREST
The Members had no interests to declare at this stage.
MATTERS ARISING
Parish Emergency Planning - Gary Carter agreed to co-ordinate Community Response Plan. Clerk passed on relevant correspondence and Template. Update at next Meeting.
Parish Council Website Update. Following Annual Parish Meeting it was decided to try to continue with Freeola website. Clerk reported now managed to set up Parish Council Account with Freeola. Parish Council have own password for website and now possible to edit and update. Clerk, Alison and Dave White to co-ordinate running of website. Direct Debit Mandate signed by 2 Parish Councillors for £3.49 + VAT per month.
Play Area Inspection - ROSPA Annual Safety Inspection has taken place and following comments were made:-
1. Fencing - decay to timber components. Parish Council to inspect.
2. Path - Algae growth giving slippery conditions. Clerk to contact Leics. County Council to check if responsible
for maintenance.
3. Toddler Swings - Softness in supports. Monitor and check on routine basis.
Fleur agreed to be Playground Inspector. Quarterly Maintenance Schedule to be carried out and regular weeding and raking of Safety Surface. Clerk handed out Inspection Form Checklist to be completed quarterly.
Parish Council Liaison Meeting - Cancelled due to Pre-election period.

The Clerk reported the Annual Return has been completed and Internal Audit carried out. Systems of internal control are well kept and everything in order.
The Parish Council considered and approved the Annual Governance Statement for 2016/17 and Accounting Statements for 2016/17. The Chairman and Clerk signed the relevant sections.
PLANNING MATTERS
Glebe Farm, Saxelbye (Application No. 17/00373/06/HCON). Twin span extension to existing agricultural storage barn facility. Leics. Highways Consultation received and states proposal acceptable.
The Rosary, 9 Main Street, Saxelbye (Application No. 16/00737/HCON). Proposed conversion of barn to form single residence. Leics. Highways Consultation received and states conditions re car parking and turning area.
Grimston Lodge Stud, Main Street, Grimston (Application No. 17/00039/FUL). Conversion of Stables to dwelling, domestic garden and parking. Approval of Planning Permission received.
Shoby House Farm, Main Street, Shoby (Application No. 17/00031/FULHH). Full refurbishment including internal alterations, new windows, new glazed link. Approval of Planning Permission received.
Stable Opposite 73 Main Street Grimston (Application No. 16/00262/FUL). Proposed dwelling. Notification of Appeal received. Decided no further comments.
ANY OTHER BUSINESS
Horse Chestnut Tree. Request from member of public for lower branches to be removed. Decided leave until Tree Survey carried out in Autumn.
Parish Council congratulated Cllr. Orson on massive County Council Election result. Cllr. Orson thanked the
Parish Council and commented he has been elected Leader of Melton Borough Council.
