The Chairman welcomed everyone to the Meeting.  
He introduced Louise Parker and Glen Baker-Adams and they gave a briefing on the Prior Notification for Change of Use of Agricultural Buildings process.  Since 2015 no requirement to consult.  Only requirement is Site Notice.  Only exceptions to permit would be parking/highway, flooding or contaminated land issues.  Discussions then took place.  Application Nos. 16/00369/GDOCOU and 15/00905/GDOCOU were referred to and Planning Dept. to inform Clerk of up to date position.  

The Chairman thanked the Planning Officers for a very interesting presentation and they then left the Meeting.


MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 25th October 2017 were approved and signed.

The members had no interests to declare at this stage.


MATTERS ARISING


Appointment of Parish Clerk -  Chairman welcomed Mr. Bharat Rana to the Meeting.  He has been appointed Parish Clerk and will start on 1st January 2018.   

Parish Council Archives.  The Clerk reported made enquires to Leicester Records Office.  Can take old Minutes to Records Office at Wigston Magna.   Fill in form at office, the Parish Council keep signed copy of form and can get Minutes etc. back any time required. There is no charge.  Jim Worley has confirmed not necessary to keep old Planning Applications.  Parish Council decided they wish to keep old Planning records.  Agreed hand all Minutes etc. to new Clerk and then decide and log what is being taken to Records Office.

Transparency Fund Purchases.  Clerk reported on quote received from Stuart Inkley for laptop, printer/scanner and Microsoft Office.  Decided Bharat would look into and obtain another quote and liaise with Chairman.  To be put on Agenda of next Meeting.  Clerk to ask Alison Williams to attend next Meeting to meet new Clerk and discuss website.

Traffic complaint Ostler’s Lane.  Decided Clerk drafts letter for Chairman to send to Lorry Company and copy to be sent to Stafford’s.  Chairman to obtain correct details of Lorry Company.  Suggest milk tanker should go onto Saltway.  Could be liable for damage to road and recently repaired wall on Ostler’s Lane.

Parish Council Tree Survey.  Tree Inspection has now been carried out by Richard Chapman of Leics. County Council and Richard Easom present.  Works recommended to Horse Chestnut and Hornbeam Trees this year (£332) and removing ivy on Cherry Tree next year (£72).  Parish Council agreed ask for quote for work on all 3 trees this year and to get approval from Melton Borough Council.

Training Courses.  Clerk confirmed Chairman and new Clerk are booked on Data Protection & FOI for Local Councils Course on 31st January 6 - 9 pm £35 per delegate and Bharat to attend 3 Clerk’s Training Session in February.  Cost £40 per session.

Grimston & Saxelbye Defibrillators.  Both now need replacement batteries at £225.00 + VAT plus delivery and Saxelbye needs new pads at £30.00.  Agreed.


CORRESPONDENCE

The following items were brought to the attention of the Council:-
Melton Borough Council - Melton Local Plan Examination.  

Melton Borough Council - Mini Recycling Sites.  All sites in Borough will be removed.

Leics. County Council - Leics. Minerals and Waste Local Plan Consultation on Proposed Changes.
Comments to be sent in by 22nd December.

Smaller Authorities’ Audit Appointments Ltd. - Notification PKF Littlejohn LLP have been appointed External Auditor for next 5 years.

Citizens Advice Leicestershire.  Agreed to keep to the policy of not donating to charity from Parish Funds.

LRALC - Leics. County Council Highway Forums & Newsletter.  Circulated.

Melton Borough Council - Parish Council Liaison Meeting to be held Monday 30th April at Parkside.

Leics. County Council.   Changes to Centrebus 8 Loughborough - Melton Timetable.

LRALC on behalf of Leics. County Council.  National Highways & Transport (NHT) Public Satisfaction

The Clerk circulated Budget for 2018/2019.  The Parish Council agreed to request £5500.00 as per last year on Precept Form.


PLANNING MATTERS

Six Hills Golf Course (Application No. 17/01374/OUT).  Development of New Garden Village.  Not on Agenda, notification received yesterday.  Asking for observations within 21 days.  Clerk to contact
Jim Worley and extend Parish Council’s observations until after next Parish Council Meeting.  Item to be put on Agenda and Notice of date of next Meeting with Application details to be put on Parish Council Notice Boards.  Clerk to ask Planning Dept. for hard copy of plans.
