MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON MONDAY 12TH SEPTEMBER 2016 AT SAXELBY

The Chairman welcomed everyone to the Meeting.

Member of the public commented on the overgrown piece of land and tree on Main Street, Grimston, opposite The Lilacs.  Parish Council stated this is a private matter with landowner.  Concern was made regarding overgrown tree which is on grass verge and Leics. County Council been contacted re safety issue.  Decided details of contact at Leics. County Council to be forwarded to Clerk and Clerk will email stating Parish Council are aware of this complaint and ask for confirmation being looked into.

The Heritage Warden reported on WW1 Showcase at Melton Museum.  Large amount of research been carried out re war records.  Decided these would be displayed in Village Hall on Remembrance Day.  Chairman thanked Alison for all her efforts as Heritage Warden and asked if she had any expenses re printing etc.  She confirmed none at present.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 25th July 2016 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Parish Council Liaison Meeting - Chairman and Mr. Eason reported on Meeting attended.

P.C. had asked for item to be discussed re cleansing of unofficial lay-bys.  Melton Borough Council have duty to clean un-official lay-bys when get very bad.  Decided will inform M.B.C. when lay-bys are in very bad state.  M.B.C. confirmed co-ordination of picking up litter after Clean for Queen will be better next year.

Play Area Safety Inspection Report -  Decided John Davies would take over Routine Safety Checks.  Clerk to supply Check List Form.

Complaint received regarding state of Play Area after being mown last week.  Mowed in wet weather.  Summerland’s stated there has been moles on Play Area for 2 years.  Parish Council to monitor and discuss at next Meeting.

Midlands Rural Housing - Housing Needs Survey.  Richard Muggleston to attend next Meeting on 24th October.

Website - John Davies to check Governance Statement is published on website.  Clerk confirmed must be left on the Parish Council website for 5 years.

Japonica Cottage, Main Street, Saxelbye - Melton Borough Council confirmed Appeal for Transportable Lodge Dwelling was dismissed on 16th October 2015.

Grimston Lodge Stables - Planning Dept. confirmed by email there has been no amendments to approved Application so would expect see the archway as shown on the plans.

The following items were brought to the attention of the Council:-

Rural Community Council.  Inviting members to fill vacancies on Board of Trustees.

Leicester, Leics. & Rutland Resilience Partnership - Parish Emergency Planning.  Asking to attend Parish Council Meeting to discuss creating a Community Response Plan.  Clerk to ask Joe Orson if thinks would be beneficial to invite Andrew Murr to a P.C. Meeting.

Orchard House, 31 Main Street, Grimston (Application No. 16/00505/FUL).  Formation of a 25 metre x

40 metre outdoor riding arena.  The Parish Council agreed to support the Application.

Stables opposite 73 Main Street, Grimston (Application No. 16/00262/FUL).  Proposed Dwelling. The Parish Council agreed to support the Application.

Aylesford Farm, Main Street, Shoby (Application No. 16/00369/GDOCOU).  Prior approval of change of use of an agricultural building to form 1, 2 or 3 dwellings under Class Q of the Town & Country Planning (General Permitted Development England) Order 2016.  For Information.

Land West of Loughborough Rd., Shoby (Application No. 16/00461/FUL).   Proposed dwelling in association with equestrian facility. Application received after Agenda had been published.  Circulated plans for comments.  Observations to be submitted to Planning Dept. by 12th October.
