MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON MONDAY 21ST MARCH 2016 AT GRIMSTON

The Chairman welcomed everyone to the Meeting and invited members of the pubic to speak on matters they wish to bring to the attention of the Parish Council.
A request was made for the Parish Council to ask Melton Borough Council to put a waste bin in the lay-by on Saltway by Wartnaby turn (30 to 40 yards from letterbox) and ask Melton Borough Council to collect waste. 24 bags of rubbish had been collected along this road. Decided this matter would be brought up at the next Parish Council Liaison Meeting and Clerk to inform Ab Kettleby Parish Council of request.
The Chairman thanked everyone for taking part in the ‘Clean for the Queen’ campaign. It was a very successful morning and several members of parish are continuing to litter pick regularly. Clerk to put thank you note in Village Life.
Richard Cowdell brought to the attention of the Parish Council the hedge laying taking place on Main Street, Grimston, and asked who is responsible for the piece of wasteland by Bumble Cottage. Decided Clerk contacts Di Grace and Graham Hancock of Leics. County Council.
MINUTES OF THE PREVIOUS MEETING
The Minutes of the Meeting held on 8th February 2016 were approved and signed.
DECLARATIONS OF INTEREST
The Members had no interests to declare at this stage.
MATTERS ARISING
Grass Mowing Contract - Clerk has confirmed in writing with Dan Summerland Village Greens and Play Area will have 2 cuts per month at £110 per month from 1st April to 30th October.
Annual Parish Meeting - Confirmed Will Baldet will not require payment but would like use of projector to show some power point slides. Clerk to contact Tim Kemp/Melton Borough Council.
Saxelbye Complaints - Leics. County Council has now confirmed letter has been sent re beech hedge, they are looking into complaint re pots and contacted Glebe Farm re HGV issue. Will update Parish Council in due course.

Leics. County Council - Flowering Basket Attachments to Street Lighting Columns
Melton Borough Council - Community Forum Meeting to be held Tuesday 12th April has been postponed. No date arranged yet.
Melton Borough Council - Police & Crime Commissioner Elections to be held 5th May. From 24th March Pre-Election period starts. Precludes proactive publicity in all its forms.
ROSPA - Play Area inspection will take place in May. Agreed not necessary to arrange appointment. Tony to put up new football net and Fleur to rake Play Area.

MELTON BOROUGH COUNCIL – CONSULTATION ON THE MELTON LOCAL PLAN EMERGING OPTIONS (DRAFT PLAN)
The Parish Council discussed the circulated Draft Plan and decided following comments should be submitted to Melton Borough Council.
1. Important by-pass goes ahead as soon as possible.
2. Small villages like Grimston and Saxelbye can accommodate a small number of individually styled
houses which would preserve the street scene and character of the village.

PLANNING MATTERS
Grimston Lodge Stables, Main Street, Grimston (Application No. 16/00068/FUL). Proposed change of use from tack room to dwelling with associated alterations to window and doors as well as insertion of dormers and rooms in the roof. The Parish Council agreed as long as the business is viable to sustain a dwelling they support the Application.

Aylesford Lodge Farm, Loughborough Road, Shoby (Application No. 16/00133/FUL)
Proposed alterations to entrance comprising new walls, set back of electric gates and re-position of existing signs. The Parish Council has no comments.
