MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON MONDAY 13TH JUNE 2016 AT GRIMSTON

The Chairman welcomed everyone to the Meeting and introduced Niall Mullin. The Chairman stated Jane Easom and Fleur Read have been co-ordinating a campaign to improve Broadband in the Parish.

Jane Easom then reported on the Broadband Survey carried out and options they had looked at outside Fibre Optic Broadband. Everyone gave ‘round of applause’ for such an informative presentation.

Niall Mullin then discussed what Leics. County Council are able to do to improve Broadband in the parish. He stated he appreciated it had been a huge let down that there had been a 2 year delay but assured the Meeting Superfast Broadband would be with Grimston & Saxelbye by Summer 2017 at the latest. Surveying should start by the end of 2016. Unfortunately some parts of Saxelbye (2 postcodes) and all of Shoby are excluded at the moment. Niall Mullin commented lobbying may be needed for parts of Saxelbye and Shoby but they will not be abandoned. He then asked for questions.

Cllr. Orson then introduced himself to Niall Mullin and thanked him for coming along to the Meeting tonight.

Claire Watson gave vote of thanks to everyone involved in organising tonight’s Meeting and the work Jane and Fleur had undertaken.

5 Members of the Public remained for the Parish Council Meeting.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 11th May 2016 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Beech Hedge, Saxelbye - Clerk reported Leics. County Council has confirmed Notice for removal of hedge has been sent to correct address and are dealing with matter. Will update at next Meeting.

WW1 Showcase at Melton Carnegie Museum - Heritage Warden commented Grimston have a table display at Carnegie Museum on Saturday 25th June.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Melton Borough Council - Keeping Members Register of Interests Up to Date.

Melton Borough Council - Civic Service. Sunday 26th June. Chairman to attend.

Heritage Warden - Request for Family History Information and suggestion ask for donation for research carried out. Parish Council agreed any donation should be decided by Church Wardens and P.C.C. and not a Parish Council matter.

E-On. Deemed Contract rates increasing from 1st July. Clerk looking into quotes from other suppliers but such low user difficult to obtain competitive rate.

LRALC - Annual Local Council Conference 1st July at County Hall. John Davies to attend.

Melton Borough Council - EU Referendum. Now in Pre-Election Period.

Melton Borough Council - Fly the Flag for Armed Forces Day. Monday 20th June 10.40 am to 10.50 am.

Melton Borough Council - Parish Council Liaison Agenda Setting Meeting. Monday 18th July. Clerk to request item put on Agenda regarding dumping of litter at lay-bys. Mr. Easom and Clerk to attend Meeting.

Annual Audit - Clerk stated Internal Auditor’s Report has been received and systems of internal control are well kept and everything is in order.

ANNUAL REVIEW OF RISK ASSESSMENT REPORT

The Parish Council reviewed the Risk Assessment Report and satisfied adequate steps are taken to minimise risk.

PLANNING MATTERS - None

ANY OTHER BUSINESS

Clerk reported comments have been made regarding the mowing of the Village Green in front of the Black Horse, Grimston. Decided to monitor and bring up at next Meeting.

Reported to Cllr. Orson complaint regarding speeding cars travelling into Saxelbye and suggestion that white posts should be brought in to slow down cars. Cllr. Orson commented it may be possible to set up Community Speed Watch. Clerk to contact complainant and email Cllr. Orson if necessary.

Mr. Marsh asked Cllr. Orson if possible to have length restriction for lorries coming down Ostlers Lane, Saxelbye. Clerk to email Cllr. Orson details.
