MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON MONDAY 8TH FEBRUARY 2016 AT GRIMSTON

Brian Gibbins commented the Village Hall Committee are proposing to hold a Fete on Sunday 26th June to celebrate the Queen’s 90th Birthday. Date to be confirmed.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 11th January 2016 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Grass Mowing Contract - Clerk reported received a quote from Dan Summerland for 2 cuts per month at £110 per month from 1st March to 30th October. Parish Council agreed mowing should be from 1st April to 30th September. Danger bulbs will be disturbed and not necessary to mow in March. Clerk to contact Dan Summerland.

Annual Parish Meeting - Clerk reported Will Baldet has confirmed available to attend Annual Parish Meeting on Wednesday 27th April to give presentation on Prevent Agenda to raise awareness regarding radicalism. Clerk to enquire whether there will be a fee or travelling expenses.

Parish Council Website - Clerk commented Members’ Interests Forms and current information regarding Leics. Police has been passed to John Davies to update website.

Beech Hedge, Church Lane, Saxelbye - No correspondence been received from Leics. County Council. Parish Council agreed Clerk informs Cllr. Orson.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Melton Borough Council - Consultation on the Melton Local Plan Emerging Options (Draft Plan). 12 week consultation commenced to 4th April. Tony Lomas to circulate Draft Plan. To be put on Agenda of next Meeting to decide on comments to be submitted to Melton Borough Council.

Melton Borough Council - Launch of new Rural Watch Scheme. Tuesday 23rd Feb at Melton Cattle Market. Presentation time 11.00 - 11.30 am. Chairman to attend.

Melton Borough Council - Mayor’s Awards 2016.

Melton Borough Council - HM The Queen’s 90th Birthday Celebrations.

Lighting Beacon - Thursday 21st April. Clerk to liaise with Margaret Morris.

Clean for the Queen - Parish Council agreed to co-ordinate campaign in Parish. Meet at Grimston Green at 10.00 am on Saturday 5th March. Clerk to advertise in Village Life and on Notice Boards and purchase bin bags and ask Melton Borough Council if prepared to supply some litter pickers & high viz jackets.

EXTERNAL AUDIT

The Parish Council agreed they will remain opted-in to the Sector Led Body arrangements for the procurement of the External Audit.

PLANNING MATTERS

Agricultural Livestock Building Between Tunnel Farm & Saxelbye View Farm, Six Hills Lane,

Old Dalby (Application No. 15/01005/VAC). Removal of Conditions 2, 3 and 4 Planning Approval 13/00471/VAC. Clerk reported applicant has stated Application has been withdrawn but Melton Borough Council are not yet able to confirm. Agreed Clerk contacts Melton Borough Council to confirm Application withdrawn. If Application has not been withdrawn state they are aware of neighbour’s objections, and Parish Council do not want Conditions altered. Parish Council to monitor.

Old Goods Yard, Grimston Station, Main Street, Saxelbye (Application No. 15/01024/COU). Change of use from a storage/office to a dwelling. Clerk to inform Melton Borough Council there is very little information to comment on and suggest more information is needed before any decision is made.

Brook Farm, 1 Church Lane, Saxelbye (Application No. 15/00900/LBC). Listed Building Consent received.

ANY OTHER BUSINESS

Following matters have been brought to the attention of the Parish Council:-

1. HGV lorries entering Saxelbye. Request for sign to be put at top of Ostler’s Lane on Saltway and by

Bridge at Saxelbye stating NO ACCESS TO GLEBE FARM. Lorries are going down Ostler’s Lane and

churning up grass verges. Clerk to contact Cllr. Orson for advice.

2. Trailer parked on Main Street, Grimston. Clerk to report to Cllr. Orson.

3. Graveled area by Brook Farm, Church Lane, Saxelbye, is encroaching onto the highway. Clerk to

contact Cllr. Orson for advice
