MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON WEDNESDAY 5TH AUGUST 2015 AT SAXELBYE

The Chairman asked the member of the public if wished to speak on any matter.
The Planning Application for proposed dwelling with associated stables and driveway at Saxelbye was discussed.  The applicant stated that the stile could be taken out and the entrance would then be 15’.  Also   stated the entrance will not be used by large HGV Horse Transporter.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 13th July 2015 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Play Area Safety Inspection Update - Chairman thanked Fleur and family for spreading the cushionfall.  Clerk to ask Ray Barratt to cut Play Area and War Memorial hedge after 1st September.  John Davies to look at Football Post and report back at next Meeting.
Broadband Update - Only 50% of questionnaires received back.  Fleur and Jane Easom to chase back replies. 
Civic Service - Chairman commented he attended Civic Service at St. Mary’s Parish Church and recommends Chairman attends in future years.  Extremely good experience, jolly Service and pleased attended.  Clerk to email thanks to Melton Borough Council.

PLANNING MATTERS

Field OS2900, Main Street, Saxelbye (Application No. 15/00364/FUL).  Proposed dwelling with associated stables & driveway. 
The Parish Council agreed to support the Application subject to approval of the Business Plan.  Concerns were raised regarding the entrance off Main Street, Saxelbye, but are assured HGV Horse Transporter will not use that entrance.
2 Ostlers Lane, Saxelbye (Application No. 15/00589/TCA).  Fell Blue Cedar Tree in Conservation Area.  The Parish Council agreed they have no observations.
Japonica Cottage, 17 Main Street, Saxelbye - Notice of Appeal.   The Parish Council agreed Clerk emails Planning Inspectorate stating they strongly support the Application.  From a work perspective the applicant’s travelling time will be reduced.  They will have less far to travel to work and will be there to support ageing parents and reduce the need for external care.

CORRESPONDENCE

The following items were brought to the attention of the Council:-
LRALC - Transparency Code for Smaller Authorities.  Relevant for all Councils with £25.000 or less turnover.  Clerk attending free training on 10th September and will report back at next Meeting.
Melton Borough Council - Parish Council Liaison Meeting 24th November.  Agenda Setting Meeting to be held 12th October.  No items for Agenda but possibly ask for explanation of ‘sustainability’ discussed at future Meeting.
Melton Borough Council - In-house Training for Town & Parish Councils.

ANY OTHER BUSINESS

Chairman stated he had spoken to Summerland Contractors and can now appreciate from a practical point why they would like the lower branches of the Hornbeam Tree pruned.  Decided to be carried out next time work is carried out on Parish Trees.
