MINUTES OF THE ANNUAL PARISH MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON WEDNESDAY 14TH MAY 2018 AT GRIMSTON

Election of Officers

 

Mr Richard Easom was elected Chairman, proposed by Mr. Marsh (Current Chairman) and seconded by Mr. Lomas. Mrs. E. Madocks Wright was elected Vice Chairman, proposed by Mrs Read and seconded by Mr. Easom. Mr. Marsh thanked the Parish Council for their help during the year as Chairman.

Mr. Easom signed the Declaration of Acceptance of Office.  Mr. Easom then chaired the meeting.

 

The new Chairman thanked Mr Marsh for his work as Chairman and commented on how well the discussion around The Black Horse and use of Village Green had been handled. He then welcomed everyone to the Meeting and asked the member of the public if had any other matters to discuss. No comments were made.

MATTERS ARISING – ANNUAL PARISH MEETING (Before Election of Offciers)

 

The use of the village green by The Black Horse

Comments were made by the Landlord and also the General Public.

Landlord wished the Green to be used for families using visiting the pub. In return he would make contribution to the maintenance of the Green.

Ruth Townend spoke eloquently on behalf of The Black Horse urging the PC to recognise the need for a village community and how the pub is at the heart of this. The use of Green would increase use of Pub by families.

Members of the public voiced concerns over legality of usage of green for commercial purposes and the detriment to the Green itself from lack of care by users. Mr Easom spoke on behalf of the PC stating that we all want the pub to succeed. The current business model of the Pub doesn’t lend itself to family visits. There is a beer garden and if this isn’t used then the Green would be of little advantage. A few tables and chairs on the green over the summer will not bring about a more successful business.

The members of the public were happy for the PC to make the decision on their behalf for the Village Green. PC officers were unanimous in their decision to refuse The Black Horse a license to trade on the Village Green. It will be kept enterprise free from commercial use.

The Landlord accepted this and stated that he would also remove the current signage on the Green with a smaller “A” Board.

 

  1. Matters arising from the previous meeting

Parish Emergency Planning: Decided we are too small a Parish and it would be a lot of work for little benefit

Prohibition of vehicles parking on pavements: As a village, PC feel we will not be penalised

Contribution to Village life: £50 to be made

Contribution to Jeremy Prescott: None. He is happy with what was donated on the evening.

Clerk has sent a letter of appreciation to Jeremy on behalf of the PC.

Village Clean up: Perkins lane is deemed an issue with litter and in particular empty beer bottles. Fly Tipping to be on agenda for next meeting.

Site visit wed 2nd may 7pm attended by Clerk, Chair and Vice Chair and Tony Lomas.

Planning application for a 4 bedroomed family home  18/00304/FUL. Supported by PC

 

ANY OTHER BUSINESS

 

Train Test Track: Noted trains are being tested after the curfew of 7pm Joe Orson to provide more detail for next meeting.

Damage to Plants: Letter to Highways dept. to complain about Verges mowed too early and consequently the reckless cutting down of Daffodils before they have wilted and the loss of Blue Bells on Perkins Lane. Wild flowers will not have seeded. Joe Orson of MBC stated the verges should be cut much later to save public money.
