MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON MONDAY 23RD JANUARY 2017 AT GRIMSTON

The Chairman welcomed everyone to the Meeting and invited members of the public to speak on matters they wish to bring to the attention of the Parish Council.
Member of the public commented on parking problem for 41 Main Street, Grimston. Lived in property for 3 years and no off street parking. Suggested unadopted lane down to property could be widened by taking bank off. Decided Clerk writes to Melton Borough Council stating parking problem needs to be addressed.
Mrs. Murphy informed the Parish Council of the benefits of belonging to the War Memorials Trust. She stated it is the definitive site for War Memorials, no fee to register, provide free advice and could be useful if needed funding.
The Parish Council agreed to register with War Memorial Trust. Alison to liaise and agreed Parish Council will reimburse photo-copying expenses.
Mrs. Murphy suggested speaker for 2018 Annual Parish Meeting re Celebrate 100 years since end of WWI. Clerk to contact Jeremy Prescott.
Fleur arrived at the Meeting and stated John Davies had passed away. The Parish Council were very shocked to hear the news. Clerk to send flowers and letter of condolence to Hilary.
Parish Council aware the website is not up to date and needs to be addressed as soon as possible to comply with Transparency Code. Alison has offered to run Parish Council Website. Clerk to look into and liaise with Alison.
Comments were made regarding broadband. Suggestion made that fitting face plate on property had increased speed considerably.
MINUTES OF THE PREVIOUS MEETING
The Minutes of the Meeting held on 12th December 2016 were approved and signed.
DECLARATIONS OF INTEREST
The Members had no interests to declare at this stage.
MATTERS ARISING
Speeding Traffic Through Grimston. Clerk reported Community Speed Watch does not operate during winter months. At least 6 volunteers required to operate Community Speed Watch. Leics. County Council loan kit and provide training. Volunteers take vehicle registration numbers, make and colour and if match with DVLA, Leics. Police will send educational letter to speeding vehicle. Need at least 20% support of village to operate. All details on www.bealocalhero Decided put on Agenda of next Meeting, liaise with Claire Watson and see what interest get from members of public.
Housing Needs Survey - Clerk reported Survey going out first week in February and article will be put in Village Life.
Mowing Contract - The Parish Council agreed BDG Mowing Contractors to carry out mowing from 1st April 2017 to 30th October 2017 at £50 per cut. Care to be taken to avoid flowers and bulbs in Spring.
CORRESPONDENCE
The following items were brought to the attention of the Council:-
Melton Borough Council - Community Emergency Stores Scheme. Decided not necessary to attend Workshop. Andrew Murr to attend Parish Council Meeting when mutually convenient re Parish Emergency Planning.
Melton Borough Council - Parish Liaison Meeting to be held 22nd May at 7.00 pm at Council Offices.
LRALC - Draft Strategic Plan.
LRALC – External Audit Appointments.
Keep Britain Tidy Organisation - The Great British Spring Clean 3rd - 5th March. Decided Clerk asks Melton Borough Council if taking part and co-ordinating.
Leics. County Council - Consultation on Draft Highway Asset Management Policy and Draft Strategy. Consultation from 30th January to 26th March. Consultation available on Leics. County Council Website.

Fleur commented it had been very dangerous at Shoby Crossroads whilst road repairs were being carried out. Jordon’s vehicles were blocking the view to cross over. Decided Clerk contacts Joe Orson and suggest should be more conscientious.
Annual Parish Meeting - Richard Easom suggested Toby Carter to give Talk on Birdwatching and try to arrange for Monday 24th April at 7.30 pm.
