MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON MONDAY 28TH NOVEMBER 2016 AT GRIMSTON

The Chairman welcomed everyone to the Meeting and invited members of the public to speak on matters they wish to bring to the attention of the Parish Council.

Cllr Hutchison discussed the Melton Local Plan and commented Melton Borough Council has been successful in receiving £2.8 million grant towards final survey for much needed bypass.


MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 24th October 2016 were approved and signed.


DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.


MATTERS ARISING

Grimston Play Area &Village Greens/Hornbeam Tree - Decided the Hornbeam Tree should be left until after Tree Survey next year.
Clerk to obtain free quote from BDG Mowing Contractors for comparison for mowing Greens and Play Area.

Traffic Through Grimston - Further complaint received via Cllr. Orson of speeding traffic through Grimston.  Decided Clerk contacts Leics. County Council for details of Community Speed Watch.  

Broadband Update - Fleur and Jane Easom to attend Superfast Leics. Stakeholder Forum on 5th December at County Hall.

Parish Emergency Planning - Andrew Murr not available to attend tonight’s Meeting but will attend Parish Council Meeting in New Year when convenient.

Remembrance Service - Well attended and £111.40 donated to The Royal British Legion from refreshments served.


CORRESPONDENCE

The following items were brought to the attention of the Council:-
Melton Borough Council - Asfordby Neighbourhood Development Plan.  Can be viewed at

Representations must be received to Melton Borough Council by 7th December.

Melton Borough Council - Mayor’s Carols by Candlelight Service.  Chairman to attend.

Melton Borough Council - Improved Parish Council Transparency.  Clerk to liaise with John Davies and Alison re website.

War Memorials Trust.  Clerk to contact Helen Murphy and report back to Parish Council.

Leics. County Council.  Proposed Diversion of Bridleway - The Lilacs, 35 Main Street, Grimston.  Comments to be sent in by 31st January.  To be put on Agenda of next Meeting.

MELTON LOCAL PLAN: PRE-SUBMISSION DRAFT

Decided the following comments should be submitted
1.  Important the by-pass goes ahead as soon as possible
2.  The character of small villages should be preserved

The Clerk circulated Budget for 2017/2018 and discussed Council Tax Support Grant.  The Parish Council agreed to request £5500 as per last year on Precept Form.

The Parish Council decided the Clerk’s salary should be increased to £2100 per annum plus expenses from 1st April 2017.  The Clerk thanked the Council.


PLANNING MATTERS

Proposed Dwelling, Stable Opposite 71 Main Street, Grimston (Application No. 16/00262/FUL).
Refusal of Planning Permission received.   


ANY OTHER BUSINESS

Saxelbye Defibrillator - Clerk reported Neil Bailey has stated the battery is down to last power bar and will most likely need replacing within next 12 months.  Will cost approx. £220.

Complaint has been received of Stafford’s Milk Tanker going down Ostlers Lane every day.  Eroding bank and will soon collapse.  Rupert to look into.

Chairman commented on fly-tipping problem.  Decided Clerk writes to Melton Borough Council  Refuse Dept. stating increase in incidents when parts of cars are left by Recovery Vehicles particularly onShoby Bends.  Important everything is taken away and do not leave parts behind.
