MINUTES OF THE ANNUAL MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON WEDNESDAY 11TH MAY 2016 AT GRIMSTON

ELECTION OF OFFICERS

Mr. Tony Lomas was elected Chairman, proposed by Mr. Easom and seconded by Mr. Marsh.

Mr. Rupert Marsh was elected Vice Chairman, proposed by Mr. Lomas and seconded by Mr. Easom.

Mr. Lomas signed the Declaration of Acceptance of Office of Chairman. Mr. Lomas then chaired the Meeting

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 21st March 2016 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Play Area - Mr. Lomas reported the new football net has been put up.

Beech Hedge, Saxelbye - Mr. Marsh commented the hedge has not been removed although 2 months since Leics. County Council served Notice to owner/occupier of Brook Farm. Decided suggest to Leics. County Council, Notice should be addressed personally to owner/occupier to ensure correct person receives Notice and avoid confusion of whom Notice should be sent to.

MATTERS ARISING - ANNUAL PARISH MEETING

Clerk commented thank you note has been sent to Will Baldet.

Broadband Update - Mr. Easom stated Matthew Kempson of Leics. County Council should be invited to next Parish Council Meeting to explain why promises have not been kept regarding faster broadband for Grimston and Saxelbye.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Melton Borough Council - Combined approach to Planning Enforcement. Parish Council agreed to carry on the same, reporting any anomalies to Melton Borough Council made aware of.

Melton Borough Council - Mayor’s Afternoon Tea Party to celebrate HM Queen’s 90th Birthday. Not aware of anyone in Parish 90 this year.

Local Government Boundary Commission - Electoral Review of Leics. Final Recommendations. Circulated.

Lieutenancy Office - Armed Forces Day Saturday 25th June at Leicester Cathedral. Passed to Chairman.

LRALC - Newsletter. Emailed to Parish Councillors. LRALC suggest should be added as a standing agenda item to ensure properly consider any relevant information. Decided Clerk continues to circulate Newsletter by email and if any Parish Councillor has anything to discuss, will then inform Clerk to put on Agenda of next Parish Council Meeting

Leics. County Council - WW1 Showcase at Melton Carnegie Museum. Pass on to Heritage Warden.

Melton Borough Council - Exercise of Freedom of Entry to Borough. HMS Quorn - Right of Passage Parade, Wednesday 1st June at 11.00 am.

Parish Council agreed to undertake a 3 year Long Term Agreement with Aon UK Ltd. and will receive 5% discount.

The Clerk reported the Annual Return has been completed. The Parish Council approved the Annual Return and Accounting & Annual Governance Statement for 2015/16. The Chairman and Clerk signed the relevant sections.

The effectiveness of the Internal Audit was reviewed and agreed adequate.

The Clerk reported the Risk Assessment Report is due for annual review to check existing procedures and practices are adequate. Decided Risk Assessment Report to be circulated and put on Agenda of next Meeting.

PLANNING MATTERS

Aylesford Lodge Farm, Loughborough Road, Shoby (Application No. 16/00133/FUL). Approval of Planning Permission received.

St John the Baptist Church, Grimston (Application No. 16/00165/TCA). Consent to Work on Trees received.

Four Winds, 22 Main Street, Grimston (Application No. 16/00159/TCA0. Consent to Work on Trees received.

ANY OTHER BUSINESS
The Clerk commented she had received a complaint of speeding cars travelling into Saxelbye early morning and a suggestion that the white posts should be brought in to slow down cars. Decided will mention to Joe Orson next time attends Parish Council Meeting.

The Chairman commented 4 cars had gone off the road last night on Shoby Bends.

DATE AND VENUE OF NEXT MEETING

Monday 13th June 2016 at 7.30 pm at Grimston.

(Since the Parish Council Meeting it has been confirmed that Niall Mullin, Broadband Project Manager for

Leics. County Council will attend the Meeting. Matthew Kempson has now left Leics. County Council).
