MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON MONDAY 19TH OCTOBER 2015 AT GRIMSTON

The Chairman welcomed everyone to the Meeting and invited members of the public to speak on matters they wish to bring to the attention of the Parish Council.
Laura Smith reported the electrode pads for the Grimston and Saxelbye Defibrillators will expire at the end of December and asked if the Parish Council would fund 2 new sets at a cost of £25 per set.  Chairman asked if there are likely to be more maintenance costs in near future.  Replacement battery would be £80 or £90.  This matter to be discussed later on Agenda.
Cllr. Hutchison updated on progress of new Melton Local Plan.  He stated the proposed By-pass is being questioned.
The Chairman commented on the Police & Crime Commissioner selection process event he attended.  He stated he now realised how important it is to vote in these Elections and urged everyone to vote at the next Police & Crime Commissioner Elections which will be held next year.
MINUTES OF THE PREVIOUS MEETING
The Minutes of the Meeting held on 14th September 2015 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Openness & Transparency Code - John Davies still has correspondence and will discuss at next Meeting.
Churchyard Mowing - The Parish Council decided increase donation to Grimston P.C.C. and Saxelbye P.C.C. for mowing to £100 next year.
Beech hedge, Church Lane, Saxelbye - Leics County Council has confirmed the row of beech whips planted are within the highway verge and Leics. County Council has instructed owner of property to remove within 28 days.
Parish Council Liaison Meeting - 24th November at 7.00 pm at Council Offices.  Richard & Tony to attend.

CORRESPONDENCE

The following items were brought to the attention of the Council:-
Melton Borough Council - Nether Broughton & Old Dalby Neighbourhood Development Plan.  Clerk reported they have applied to Melton Borough Council for designation as a neighbourhood area for the purpose of preparing a Neighbourhood Plan.  Application is available to comment and viewed at
www.melton.gov.uk/neighbourhoodplans
Cllr. Hutchison commented on Neighbourhood Plans and stated it is important Parish Councils update Important Open Areas.  Decided Parish Council would consider Important Open Areas and review Map of Protected Open Areas at next Meeting.
Leics. County Council - Advance Notice of a Temporary Traffic Regulation Order.
Leics. County Council - Seasonal Decorations.
British Red Cross - Request for supporting appeal for new Fire & Emergency Support Vehicle to serve Parish.  Correspondence circulated and to be put on Agenda of next Meeting.

FUNDING REQUEST FOR GRIMSTON & SAXELBYE DEFIBRILLATORS

Parish Council agreed to fund 3 sets of defibrillator pads at a cost of £75.  Laura to order and Parish Council to pay invoice.

PLANNING MATTERS

Mowbray Lodge, 3 Perkins Lane, Grimston (Application No. 15/00738/TCA).  Trimming of top branches of 2 trees.  The Parish Council agreed to support the Application.
The Yews, 5 Perkins Lane, Grimston  (Application No. 15/00739/TCA).  Remove/fell of Sumac trunk and Willow Tree.  The Parish Council agreed to support the Application.
Field OS2900, Main Street, Saxelbye (Application No. 15/00364/FUL). Approval of Planning Permission received.
15C Main Street, Grimston (Application No. 15/00664/TPO).  Consent to Work on Trees received.

ANY OTHER BUSINESS

Remembrance Service  - Clerk to order wreath from The Royal British Legion and organise refreshments in Village Hall.  The Chairman to lay wreath.
