MINUTES OF THE ANNUAL MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON TUESDAY 19TH MAY 2015 AT GRIMSTON

ELECTION OF OFFICERS
Mr. Richard Easom was elected Chairman, proposed by Mr. Lomas and seconded by Fleur Read
Mr. Tony Lomas was elected Vice Chairman, proposed by Mr. Easom and seconded by Fleur Read.
Mr. Easom signed the Declaration of Acceptance of Office of Chairman. Mr. Easom then chaired the Meeting.
CO-OPTION OF 2 PARISH COUNCILLORS
Mr. Easom proposed Mr. John Davies, Grimston, be co-opted on to the Parish Council. Agreed.
Mr. Easom proposed Mr. Rupert Marsh, Saxelbye, be co-opted on to the Parish Council. Agreed.
DECLARATIONS OF ACCEPTANCE OF OFFICE & REGISTER OF MEMBERS’ INTERESTS
The Parish Councillors signed the Declaration of Acceptance of Office Forms. The Clerk handed out the Register of Members’ Interests Forms and reported they must be returned within 28 days.
MINUTES OF THE PREVIOUS MEETING
The Minutes of the Meeting held on 21st April 2015 were approved and signed.
DECLARATIONS OF INTEREST
Tony Lomas declared an interest in the Planning Application for Shoby Lodge Farm, Shoby.
MATTERS ARISING - ANNUAL PARISH MEETING
Clerk reported letter of thanks has been sent to Colin Wilkinson.
Broadband Update
Fleur Read & Jane Easom gave an update on the progress made regarding improved Broadband Campaign. They reported they have liaised with Cold Overton and Holwell and been very useful. They have contacted businesses in Parish and questionnaire being sent out to all residents. Article to be put in Village Life asking for support and comments from businesses and residents in Parish. Cllr. Hutchison commented important to keep everyone informed of progress of campaign and important to get youth on board, broadband very important for education and leisure.
The Chairman thanked Fleur & Jane for the work they had undertaken and stated the Parish Council will support in any way. Decided invite Matthew Kempson to Parish Council Meeting to talk specifically about broadband in Grimston parish.
Dog Bin, Saxelbye
Notice to be put in Village Life asking for comments whether there is a need for Dog Bin in Saxelbye and suggestions for location.
CORRESPONDENCE
The following items were brought to the attention of the Council:-
LRALC Melton Branch AGM 2nd June. John Davies agreed to attend.
Melton Borough Council - Mayor Making Ceremony 21st May 2015.
Melton Borough Council - Agenda Setting Meeting for Parish Council Liaison Meeting to be held 22nd June. Parish Council has no items for the Agenda. Chairman agreed to attend Meeting on 22nd June.
Local Government Boundary Commission - Electoral Reviews of Leics. 10 week public consultation. www.consultation.lgbce.org.uk. Circulated correspondence and put posters on Notice Boards.
Melton Borough Council - Communities Against Crime. Put posters on Notice Board and leaflets placed in Village Hall.

The Clerk reported the Annual Return has been completed. The Parish Council approved the Annual Return and Accounting & Annual Governance Statement for 2014/15. The Chairman and Clerk signed the relevant sections.
The Clerk to obtain Mandate Forms from HSBC for new Parish Councillors to sign.
PLANNING MATTERS
Cedar Lodge, 27 Main Street, Grimston (Application No. 15/00276/FUL). Proposed 3 bedroom dwelling. The Parish Council agreed they had no further observations to add since last Parish Council Meeting.
Shoby Lodge Farm, Loughborough Road, Shoby (Application No. 15/00333/FULLHH). Extension to form Garden Room to family annexe. The Parish Council agreed to support the Application.
Church View, 15c Main Street, Grimston (Application No. 15/00352/TCA). Fell 1 Sycamore Tree subject to a T.P.O. The Parish Council unanimously agreed to support the Application. Suggest to Melton Borough Council, the Tree is replaced with a more suitable Tree in agreement with the Church Wardens.
The Lilacs, 35 Main Street, Grimston (Application No. 15/00177/FULHH). Approval of Planning Permission received.
Brook Farm, 1 Church Lane, Saxelbye (Application No. 15/00203/LBC). Listed Building Consent received for installation of 2 canopy roofs and erection of a shed in the garden area.
Brook Farm, Church Lane, Saxelbye (Application No. 15/00311/FUL). Change of use of existing agricultural outbuildings to form 2 new private dwellings (C3) with the demolition of existing dilapidated stores and open dutch barn. This Planning Application received today. Circulated Plans. Decided hold Site Meeting on Monday 1st June at 6.30 pm and then discuss at Parish Council Meeting to be held that evening at 7.30 pm.
ANY OTHER BUSINESS
Play Area - Clerk has contacted Tony Tomlinson to repair boards at Play Area. Existing half round boards are 5”, Musson’s not able to supply that size. Decided Site Meeting to be held Saturday 23rd May at 10.00 am to discuss best way to carry out repairs. Tony Lomas and Clerk not able to attend. More cushionfall to be ordered when carried out repairs.
Dog Fouling - Complaint has been received of problem with dog fouling in Saxelbye. Dog mess in road and field on Ostlers Lane. Complainant has contacted Melton Borough Council and Leics. County Council and been informed police matter. The Parish Council agreed there is nothing they can do and relevant body would be police.
Mr. Lomas reported Shoby Sign on Loughborough Road has been knocked down. Clerk to inform Leics. County Council.
