MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON MONDAY 1ST JUNE 2015 AT SAXELBYE

The Chairman welcomed everyone to the Meeting and invited members of the public to speak on matters they wish to bring to the attention of the Parish Council.
Comments were made regarding the Planning Application for Brook Farm, Saxelbye concerning the risk of flooding and road not suitable for more traffic. Applicant stated it would not create more traffic because there would be less stables. Comment was also made it is subtle development of 2 bedroom dwellings and pleased not large detached houses.
The Chairman thanked the members of the public for their comments.
MINUTES OF THE PREVIOUS MEETING
The Minutes of the Meeting held on 19th May 2015 were approved and signed.
DECLARATIONS OF INTEREST
The Members had no interests to declare at this stage.
MATTERS ARISING
Play Area Repairs - Site Inspection has taken place and agreed the Toddler Swing Area wooden boards were rotten and should be totally renewed. 4” half round boards to be purchased from Mussons. Clerk to instruct Tony Tomlinson to carry out work and take edge off top boards for safety. Only necessary to carry out minor repairs to Junior Swing Area at present time.
Broadband Update - Fleur Read stated questionnaire being sent out with Village Life this month and being collected from each house mid June. Decided would not invite Matthew Kempson to Meeting until Autumn.
Dog Fouling - Clerk reported received concern of dogs fouling in Saxelbye Park and dangerous for grazing cattle. Suggestion made Dog Bin should be placed by Saxelbye Bus Shelter. Decided Clerk liaises with farmer and note put in Village Life educating public regarding dangers to cattle from dog fouling, and asking everyone to be sensible. Decided will not make a decision on Dog Bin in Saxelbye until later date to see if get any more suggestions.
Members’ Interests Forms - Councillors must return to Clerk within 28 days of election or co-option.
PLANNING MATTERS
Brook Farm, Church Lane, Saxelbye (Application No. 15/00311/FUL). Change of use of existing agricultural outbuildings to form 2 new private dwellings (C3) with the demolition of existing dilapidated stores and open dutch barn. The Parish Council agreed to support the Application but had the following observations
1. Saxelbye does not have any street lights, so feel a condition should be put in place that there would be no flood lighting in consideration of neighbours
2. A fence should be erected to screen cars to avoid being seen by neighbours.
Japonica Cottage, 17 Main Street, Saxelbye (Application No. 15/00166/FUL). Transportable Log Dwelling. Clerk reported this Application is going before Development Committee on Thursday night and recommended for refusal. Parish Council has informed Melton Borough Council they support the Application and decided not necessary to attend Development Meeting.
Cedar Lodge, 27 Main Street, Grimston (Application No. 15/00276/FUL). Refusal of Planning Permission received.
CORRESPONDENCE
The following items were brought to the attention of the Council:-
LRALC - Parish Councillor Training Courses. John Davies to attend Course on 30th June at Melton and
Rupert Marsh to attend Course on 14th July at Anstey.
Melton Borough Council - Armed Forces Fly the Flag Event Monday 22nd June at 10.40 am.
Melton Borough Council - Melton Local Plan Update. Circulated. Clerk to check with Laura Smith & Rebecca Vickers happy to continue to participate in Reference Groups.

Rupert Marsh asked if ‘No Parking’ Sign could be put by Saxelbye Church. Decided public highway. Parish Council can only put Signs on own land eg. Village Green.
